The Scottish Government this week published an evaluation of the Whole System Approach to Young People who Offend in Scotland. The Whole System Approach was introduced in 2011 to provide a more robust and efficient mechanism for delivering the early intervention and support necessary for young people who offend, integrated with approaches necessary to deal with the minority of young people who continue to commit the most serious offences. The Scottish Centre for Crime and Justice Research was commissioned in October 2014 to carry out an evaluation of the process of implementation in three case study areas in Scotland and identify their initial progress toward the intended outcomes of the approach.
